
Can I get a library card?
If you live in Warren County:
You’re eligible to sign up for and borrow materials from Warren Public Library!
Signing up is easy. You can stop by the library and fill out a registration card at our Main Desk or begin your application online. Please note that you’ll need to have valid photo ID or two pieces of mail (such as utility bills) in order to complete your registration. Online registration must be completed at the library with valid photo ID.
Library Card for Children: If you’re interested in getting a library card for your child, an adult must sponsor the child’s account and valid ID for the adult must be presented at registration.
Student Library Card: If you’re a teen (aged 13-17) interested in getting a library card, you can sign up for a Student Card without a guardian present. We’ll need to see a copy of your school schedule, school ID, or driver’s permit to confirm your address. Student cards will get you access to online resources and up to five print resources or audio books, but you will not be able to check out DVDs, music CDs, or video games. Stop by the Main Desk of the library to sign up for a Student Card!
If you don’t live in Warren County:
Paid patrons, persons residing outside Warren County and not qualifying for ACCESS PA Statewide Card Service, who wish to have borrowing privileges from the Warren Public Library will be granted a one-year privilege upon payment of a $12.00 fee.
Please note that due to contractual obligation with some vendors (such as Libby), ACCESS PA and paid cards do not grant access to online resources.
Loan Periods
Most library materials are loaned out for the following periods:
- The loan period for most circulating materials is 2 weeks.
- Materials such as hotspots only check out for 1 week at a time. Learn more about hotspots here.
- The loan period for interlibrary loan materials varies and is determined by the lending library.
Renewals
Need a bit more time on something that you checked out? No worries. Most materials can be renewed up to two times for a period of two weeks each.
Please note that if the material has holds on it or has already been renewed twice, the item cannot be renewed. We also cannot renew materials on accounts that have processing fees and/or replacement charges.
Interlibrary Loan materials are only granted renewal when the lending library agrees to their renewal.

Returns
We have two Book Drops for convenient returns via Market Street or the Midtown Lot when we’re closed. When we’re open, feel free to return materials at our Main Desk!
Late Fines & Unreturned Materials
Good news! Warren Public Library is fine free and your materials will not accrue late fines.
However, in order to ensure that materials are returned so that others may borrow them, we will send you overdue notices. If the material is not returned within a period of time, your account will be charged processing and replacement fees for the material.
How’s it work?
When materials are kept past the due date, Warren Public Library will send you a reminder that materials are late, and will continue to contact you until the items are billed for replacement with processing fees. The usual action will be:
- A late notice is sent 10 days after the item due date.
- A second late notice is generated three weeks after the item due date and a phone call will be made to let you know your items are 21 days overdue. You’ll also be advised that if you do not return them before 30 days overdue, your account will be billed for replacement and non-refundable processing costs.
- If materials are not returned within 30 days of the due date, a bill for replacement costs and non-refundable processing fees will be mailed.
Damaged and Lost Materials
Costs for repair or replacement materials, as deemed appropriate by the library, will be determined by the system price listed in our catalog. In addition, a processing fee of five dollars ($5.00) will be assessed for each unreturned, damaged, or lost item. Call or visit the Main Desk to pay for lost and damaged materials.
For damaged or unreturned interlibrary loan materials, the lending library will determine the cost for replacement.
Help! I can't get into my Libby -OR- online library account!
If you heavily utilize digital resources (such as Libby or your online library account) and lose access, the fix is probably simple.
To ensure that our files are kept up-to-date, we require an annual Address and Phone check for all patrons. Warren Public Library also follows suggested guidelines and purges all inactive cards from our system after three years in order to protect patron privacy.
Call or stop by the library and we can check your account. Chances are we just need to renew your account and/or confirm your contact information.
If you are a new patron trying to access Libby or your online library account, your PIN number will be the last 4 digits of the phone number used to set up your account. If that number does not work, please contact us and we will reset your PIN for you.
