“In the Summer of 1871, the Hon. G. W. Scofield, in conversation with the Rev. W. A. Rankin, who was then Pastor of the Presbyterian Church at Warren, PA., stated that there was in his possession a large collection of Books – a complete set of the Congressional Globe, the Colonial Records of Pennsylvania, Pennsylvania Archives, State Papers, Government Reports and other Public Documents – which were in his way and which he wished to place where they would be accessible to the public.” – From The Warren Library: Its Home and Benefactors, 1884.
The library was created shortly after that, but it wasn’t until October 16, 1873 when the new library constitution, which created the Warren Library Association, was officially adopted.
